Secretary of State for the Colonies.

Representations are continually being made to me by

the local agents of British ships engaged in the China traffic

to enlist my support of the policy of providing naval

or military anti piracy guards on their ships.

Officer Commanding has been supplying guards, as far as he

has been able to do but he cannot give full number required

or guarantee their continuance.

I should be glad to know

whether the policy of the Imperial Government in this

matter to enable me to give appropriate reply to representa-

tions.
